The W.H.O. calls out unequal access to vaccines for Latin American and Caribbean countries.

BUENOS AIRES — As some wealthy countries ease coronavirus restrictions, or make plans to in the near future, Latin America and the Caribbean continue to be hammered by increased infections and deaths, highlighting the stark inequalities in access to vaccines around the world, officials from the World Health Organization warned on Wednesday.

“When we are seeing some reprieve from the virus in countries in the northern hemisphere, for most countries in the region, the end remains a distant future,” said Carissa Etienne, the director of Pan American Health Organization, which is part of the W.H.O.

“Despite this worrisome picture, just one in 10 people in Latin America and the Caribbean have been fully vaccinated against Covid-19,” she added, calling it an “unacceptable situation.”

Economic inequality, the huge informal economy and the difficulty of implementing public health measures in Latin America and the Caribbean have all been major obstacles to containing the coronavirus there, said Ciro Ugarte, PAHO’s director of health emergencies.

New cases continue to rise in many countries in Central America, including Panama and Guatemala; the Caribbean, including Cuba and the Dominican Republic; and South America, including Colombia and Brazil.

Brazil recently surpassed 500,000 official Covid-19 deaths, the world’s second-highest total behind the United States. About 1 in every 400 Brazilians has died from the virus, but many experts believe the true death toll may be higher. Home to just over 2.7 percent of the world’s population, Brazil accounts for roughly 13 percent of recorded fatalities, and the situation there is not easing.

Now in addition to a worsening situation, countries in the region have to prepare for conditions that could lead to a further spike in cases, including hurricane season and the flu season farther south, both of which come at a time when social distancing measures have been relaxed.

Coronavirus variants have been detected across the region, with 14 countries in the Americas detecting cases of the Delta variant, creating more urgency to vaccinate as many people as quickly as possible, said Dr. Etienne. She added that inoculation can be ramped up in part through donations from developed countries.

Although there is not yet good data on how all of the vaccines hold up against Delta, several widely used shots, including those made by Pfizer-BioNTech and AstraZeneca, appear to retain most of their effectiveness against the Delta variant, research suggests.

Eighty-five percent of shots that have gone into arms worldwide have been administered in high- and upper-middle-income countries, according to the Our World in Data project at the University of Oxford. Only 0.3 percent of doses have been administered in low-income countries.

Less wealthy countries are relying on a vaccine-sharing arrangement called Covax, which aims to provide two billion doses by the end of the year.

On Wednesday, Jen Psaki, the White House press secretary, said the United States is sending 2.5 million doses of the Johnson & Johnson vaccine to Colombia, part of President Biden’s pledge to dispatch doses to countries desperate for vaccines.

“Access to Covid-19 vaccines shouldn’t be a privilege for a few but a right we all share,” Dr. Etienne said.

For now, the Delta variant remains largely tied to travelers in Latin America and the Caribbean and “community transmission has been limited,” said Jairo Méndez, a PAHO regional adviser for viral diseases.

The connection between travelers and the increase in infections from variants led PAHO to call on governments with a high rates of variants to limit travel from their countries to others, or even close their borders entirely.

“Now may not be the ideal time for travel, especially in places with active outbreaks or where hospital capacity may be limited,” Dr. Etienne said.

Sir Richard Branson’s private space venture Virgin Orbit launched its second successful satellite mission this year on Wednesday, with CEO Dan Hart telling CNBC the company now is focused on “ramping up” and expanding operations globally.

“We’re on a really good trajectory to have another flight this year, and then double that cadence and have six flights next year and then increase from there,” Hart said.

Virgin Orbit uses a modified Boeing 747 aircraft as the platform to launch its rockets, rather than from the ground like other companies. Wednesday’s launch – which took off from the California desert and flew to space from above the Pacific Ocean – marked the company’s first commercial launch, as the prior two launches were demonstration missions.

The company currently flies out of the Mojave Air and Space Port in California and has agreements in place to launch from the island of Guam and Cornwall in the United Kingdom. Virgin Orbit is also working with “other countries” on agreements, Hart said, including Japan, Brazil and Abu Dhabi.

“We can turn any airport into a spaceport,” Hart said.

Virgin Orbit’s approach to launching rockets is “completely and utterly unique” compared to its ground-based rocket-building competitors, Branson said. The company aims to be capable of responding to a customer’s launch request within 24 hours, which Branson says is a need he’s talked about with leaders in the U.S., U.K. and Canadian militaries.

“If countries wanted to store rockets for future crises in the world, we will just build the capacity and do exactly that,” Branson said.

SpaceX delivers 88 satellites to orbit, lands first stage onshore for first time in 2021 – TechCrunch

SpaceX launched 85 satellites for external customers, as well as three Starlink satellites, to orbit on Tuesday, marking the second successful launch of the company’s dedicated rideshare missions. While the Transporter-2 mission will deliver fewer objects to space than the first rideshare mission (the Transporter-1 sent up 143 satellites, a new record), it launched more mass to orbit overall.

The Transporter launches are part of the company’s rideshare business model. Announced in 2019, these missions split up the rocket’s payload capacity amongst multiple customers, resulting in lower costs for each – many of whom are smaller companies that may find the expenses associated with getting to orbit otherwise impossible to pay. SpaceX still ends up with a full launch and the revenue to operate it.

The Falcon 9 rocket took off from Cape Canaveral in Florida at around 3:31 PM Eastern time. It’s the twentieth Falcon 9 launch in 2021 and the first launch this year that featured the first stage returning to land onshore, rather than on a drone ship at sea. The first stage booster separated at around 3:34 PM ET and returned to Cape Canaveral and successfully landed around 8 minutes after liftoff. This was its eighth flight.

The mission includes nearly ten customers, some of whom are launch service providers who are themselves organizing customer payloads – like Spaceflight Inc., who is launching 36 small satellites on behalf of 14 customers, as well as its electric propulsion vehicle dubbed Sherpa-LTE. It also includes the first satellite launch for space intelligence company Umbra and Loft Orbital’s “rideshare” satellites, YAM-2 and YAM-3, each of which are equipped with 5 independent sensors for separate customers.

As this was SpaceX’s twentieth launch this year (and 127th mission to date), it’s pretty safe to assume that the company will far surpass last year’s record of 26 launches.

This was the second attempt of the Transporter-2 launch, which was originally scheduled for June 29. That launch was halted at T-11 seconds after a rotary aircraft entered the flight zone. SpaceX CEO Elon Musk called the regulatory system broken in response.

Donald H. Rumsfeld, the secretary of defense for Presidents Gerald R. Ford and George W. Bush, who presided over America’s Cold War strategies in the 1970s and, in the new world of terrorism decades later, the wars in Afghanistan and Iraq, died on Tuesday at his home in Taos, N.M. He was 88.

The cause was multiple myeloma, said Keith Urbahn, a spokesman for the family.

Encores are hardly rare in the Washington merry-go-round, but Mr. Rumsfeld had the distinction of being the only defense chief to serve two nonconsecutive terms: 1975 to 1977 under Mr. Ford, and 2001 to 2006 under Mr. Bush. He also was the youngest, at 43, and the oldest, at 74, to hold the post — first in an era of Soviet-American nuclear perils, then in an age of subtler menace by terrorists and rogue states.

A staunch ally of former Vice President Dick Cheney, who had been his protégé and friend for years, Mr. Rumsfeld was a combative infighter who seemed to relish conflicts as he challenged cabinet rivals, members of Congress and military orthodoxies. And he was widely regarded in his second tour as the most powerful defense secretary since Robert S. McNamara during the Vietnam War.

Like his counterpart of long ago, Mr. Rumsfeld in Iraq waged a costly and divisive war that ultimately destroyed his political life and outlived his tenure by many years. But unlike Mr. McNamara, who offered mea culpas in a 2003 documentary, “The Fog of War,” Mr. Rumsfeld acknowledged no serious failings and warned in a farewell valedictory at the Pentagon that quitting Iraq would be a terrible mistake.

“A conclusion by our enemies that the United States lacks the will or the resolve to carry out our missions that demand sacrifice and demand patience is every bit as dangerous as an imbalance of conventional military power,” he said. “It may well be comforting to some to consider graceful exits from the agonies and, indeed, the ugliness of combat. But the enemy thinks differently.”

In his 2011 memoir, “Known and Unknown,” Mr. Rumsfeld, more than four years out of office, still expressed no regrets over the decision to invade Iraq, which had cost the United States $700 billion and 4,400 American lives, insisting that the removal of President Saddam Hussein had justified the effort. “Ridding the region of Saddam’s brutal regime has created a more stable and secure world,” he wrote.

He sidestepped the issue of whether the Iraq war had diverted resources from Afghanistan, leading to a Taliban resurgence there. “It was precisely during the toughest period in the Iraq war that Afghanistan, with coalition help, took some of its most promising steps toward a free and better future,” he declared simply.

Facebook’s head of Instagram on Wednesday announced the social network plans to start showing users full-screen, recommended videos in their feeds.

“We’re also going to be experimenting with how do we embrace video more broadly — full screen, immersive, entertaining, mobile-first video,” Mosseri said in a video posted on Wednesday. “You’ll see us do a number of things, or experiment with a number of things in this space over the coming months.”

Specifically, Mosseri said Instagram has plans to show users full-screen videos in their feeds. This includes videos it recommends to users, including those from accounts they do not already follow. Users will start to see Instagram’s experiments with these changes over the coming months, he said.

“We’re no longer a photo-sharing app or a square photo-sharing app,” Mosseri said.

This represents a drastic shift for Instagram, which has until now primarily been an app where users can see square-sized images from their friends and accounts they follow. The change in content presentation will align Instagram in more direct competition to Chinese-owned TikTok, an upstart in the social app market.

Mosseri specifically highlighted TikTok as well as YouTube, which is owned by Google, as serious competitors and reasons for these changes.

“Let’s be honest, there’s some really serious competition right now,” he said. “TikTok is huge, YouTube is even bigger, and there’s lots of other upstarts as well.”

Already, Instagram has made competing with TikTok a priority by launching Reels in August 2020. Reels is a short-form video feature that allows Instagram users to create content with overlaid audio and augmented reality effects, much as they already can on TikTok.

“People are looking to Instagram to be entertained, there’s stiff competition and there’s more to do,” Mosseri said. “We have to embrace that, and that means change.”

The director of the Centers for Disease Control and Prevention on Wednesday stood by advice that people fully vaccinated against the coronavirus do not need to wear masks in most situations, but added that there are instances where local authorities might impose more stringent measures to protect the unvaccinated.

The comments came after the World Health Organization recently reiterated longstanding guidance that everyone, vaccinated or not, wear masks and take other precautions, following a global surge in infections of the highly contagious Delta variant. On Monday, Los Angeles County recommended that even fully vaccinated people wear masks indoors.

In May, the C.D.C. advised that fully vaccinated Americans could forgo masks in most settings. The agency’s director, Dr. Rochelle P. Walensky, said during multiple television appearances on Wednesday that local changes to masking and distancing rules were consistent with those guidelines.

“We have always said that this virus is an opportunist, and in areas where we still have rates of low vaccination, that is where the virus is likely to take hold,” she said on “Good Morning America.” “We are still seeing uptick of cases in areas of low vaccination, and in that situation we are suggesting that policies be made at the local level.”

Dr. Walensky added that the W.H.O.’s blanket suggestion that both vaccinated and unvaccinated individuals wear masks was informed by its global purview. “The W.H.O. really does have to make recommendations for an entire world,” and many countries have far less access to vaccines than the United States, she said.

The Delta variant now accounts for about one in every four infections in the United States, according to new estimates this week from the C.D.C. But cases across the country have plummeted in recent months, along with hospitalizations and deaths.

Still, the average rate of U.S. vaccinations a day has decreased by about 75 percent from the peak reported in mid-April. As of Tuesday, about 46 percent of people of all ages and about 57 percent of adults are fully vaccinated, according to federal data.

Vaccines consistently protect people from the variants circulating in the United States, including the Delta variant, Dr. Walensky noted on NBC’s “Today” show on Wednesday. But “local policymakers need to make policies for their local environment,” she said, especially in parts of the country with low rates of vaccination.

“Those masking policies are not to protect the vaccinated — they are to protect the unvaccinated,” she added, noting that “everybody should consider their own situation if they would feel more comfortable wearing a mask.”

In Los Angeles County, where half of the population is fully vaccinated, health officials recommended that everyone wear masks indoors because of an uptick in cases and an increase in infections with the Delta variant. Officials in other large cities, like New York and Chicago, indicated earlier this week that they did not plan to change their guidance on masks.

On Tuesday, Dr. Anthony S. Fauci, the government’s top infectious disease expert, said on CNN that he was particularly concerned about the Delta variant causing outbreaks in states, cities and counties with low vaccination rates.

“It’s almost like it’s going to be two Americas,” he said, noting that areas where relatively fewer people are fully vaccinated — as is the case in many parts of the South — are far more at risk than regions with high inoculation rates.

“If you are vaccinated, you diminish dramatically your risk of getting infected and even more dramatically your risk of getting seriously ill,” Dr. Fauci said. “If you are not vaccinated, you are at considerable risk.”

Dr. Vivek Murthy, the United States surgeon general, said on CNN on Wednesday morning that he saw nothing wrong with local authorities imposing new restrictions if they seemed necessary.

“If I was in a community that had a low vaccination rate, as a number of our communities do around the country, if I was seeing a rise in the Delta variant, I think it’s perfectly reasonable to think about different approaches we could take to limit spread to try to get ahead of it,” Dr. Murthy said.

The W.H.O. calls out unequal access to vaccines for Latin American and Caribbean countries.

BUENOS AIRES — As some wealthy countries ease coronavirus restrictions, or make plans to in the near future, Latin America and the Caribbean continue to be hammered by increased infections and deaths, highlighting the stark inequalities in access to vaccines around the world, officials from the World Health Organization warned on Wednesday.

“When we are seeing some reprieve from the virus in countries in the northern hemisphere, for most countries in the region, the end remains a distant future,” said Carissa Etienne, the director of Pan American Health Organization, which is part of the W.H.O.

“Despite this worrisome picture, just one in 10 people in Latin America and the Caribbean have been fully vaccinated against Covid-19,” she added, calling it an “unacceptable situation.”

Economic inequality, the huge informal economy and the difficulty of implementing public health measures in Latin America and the Caribbean have all been major obstacles to containing the coronavirus there, said Ciro Ugarte, PAHO’s director of health emergencies.

New cases continue to rise in many countries in Central America, including Panama and Guatemala; the Caribbean, including Cuba and the Dominican Republic; and South America, including Colombia and Brazil.

Brazil recently surpassed 500,000 official Covid-19 deaths, the world’s second-highest total behind the United States. About 1 in every 400 Brazilians has died from the virus, but many experts believe the true death toll may be higher. Home to just over 2.7 percent of the world’s population, Brazil accounts for roughly 13 percent of recorded fatalities, and the situation there is not easing.

Now in addition to a worsening situation, countries in the region have to prepare for conditions that could lead to a further spike in cases, including hurricane season and the flu season farther south, both of which come at a time when social distancing measures have been relaxed.

Coronavirus variants have been detected across the region, with 14 countries in the Americas detecting cases of the Delta variant, creating more urgency to vaccinate as many people as quickly as possible, said Dr. Etienne. She added that inoculation can be ramped up in part through donations from developed countries.

Although there is not yet good data on how all of the vaccines hold up against Delta, several widely used shots, including those made by Pfizer-BioNTech and AstraZeneca, appear to retain most of their effectiveness against the Delta variant, research suggests.

Eighty-five percent of shots that have gone into arms worldwide have been administered in high- and upper-middle-income countries, according to the Our World in Data project at the University of Oxford. Only 0.3 percent of doses have been administered in low-income countries.

Less wealthy countries are relying on a vaccine-sharing arrangement called Covax, which aims to provide two billion doses by the end of the year.

On Wednesday, Jen Psaki, the White House press secretary, said the United States is sending 2.5 million doses of the Johnson & Johnson vaccine to Colombia, part of President Biden’s pledge to dispatch doses to countries desperate for vaccines.

“Access to Covid-19 vaccines shouldn’t be a privilege for a few but a right we all share,” Dr. Etienne said.

For now, the Delta variant remains largely tied to travelers in Latin America and the Caribbean and “community transmission has been limited,” said Jairo Méndez, a PAHO regional adviser for viral diseases.

The connection between travelers and the increase in infections from variants led PAHO to call on governments with a high rates of variants to limit travel from their countries to others, or even close their borders entirely.

“Now may not be the ideal time for travel, especially in places with active outbreaks or where hospital capacity may be limited,” Dr. Etienne said.

Richard Branson’s Virgin Orbit to double launch rate next year

Sir Richard Branson’s private space venture Virgin Orbit launched its second successful satellite mission this year on Wednesday, with CEO Dan Hart telling CNBC the company now is focused on “ramping up” and expanding operations globally.

“We’re on a really good trajectory to have another flight this year, and then double that cadence and have six flights next year and then increase from there,” Hart said.

Virgin Orbit uses a modified Boeing 747 aircraft as the platform to launch its rockets, rather than from the ground like other companies. Wednesday’s launch – which took off from the California desert and flew to space from above the Pacific Ocean – marked the company’s first commercial launch, as the prior two launches were demonstration missions.

The company currently flies out of the Mojave Air and Space Port in California and has agreements in place to launch from the island of Guam and Cornwall in the United Kingdom. Virgin Orbit is also working with “other countries” on agreements, Hart said, including Japan, Brazil and Abu Dhabi.

“We can turn any airport into a spaceport,” Hart said.

Virgin Orbit’s approach to launching rockets is “completely and utterly unique” compared to its ground-based rocket-building competitors, Branson said. The company aims to be capable of responding to a customer’s launch request within 24 hours, which Branson says is a need he’s talked about with leaders in the U.S., U.K. and Canadian militaries.

“If countries wanted to store rockets for future crises in the world, we will just build the capacity and do exactly that,” Branson said.

SpaceX delivers 88 satellites to orbit, lands first stage onshore for first time in 2021 – TechCrunch

SpaceX launched 85 satellites for external customers, as well as three Starlink satellites, to orbit on Tuesday, marking the second successful launch of the company’s dedicated rideshare missions. While the Transporter-2 mission will deliver fewer objects to space than the first rideshare mission (the Transporter-1 sent up 143 satellites, a new record), it launched more mass to orbit overall.

The Transporter launches are part of the company’s rideshare business model. Announced in 2019, these missions split up the rocket’s payload capacity amongst multiple customers, resulting in lower costs for each – many of whom are smaller companies that may find the expenses associated with getting to orbit otherwise impossible to pay. SpaceX still ends up with a full launch and the revenue to operate it.

The Falcon 9 rocket took off from Cape Canaveral in Florida at around 3:31 PM Eastern time. It’s the twentieth Falcon 9 launch in 2021 and the first launch this year that featured the first stage returning to land onshore, rather than on a drone ship at sea. The first stage booster separated at around 3:34 PM ET and returned to Cape Canaveral and successfully landed around 8 minutes after liftoff. This was its eighth flight.

The mission includes nearly ten customers, some of whom are launch service providers who are themselves organizing customer payloads – like Spaceflight Inc., who is launching 36 small satellites on behalf of 14 customers, as well as its electric propulsion vehicle dubbed Sherpa-LTE. It also includes the first satellite launch for space intelligence company Umbra and Loft Orbital’s “rideshare” satellites, YAM-2 and YAM-3, each of which are equipped with 5 independent sensors for separate customers.

As this was SpaceX’s twentieth launch this year (and 127th mission to date), it’s pretty safe to assume that the company will far surpass last year’s record of 26 launches.

This was the second attempt of the Transporter-2 launch, which was originally scheduled for June 29. That launch was halted at T-11 seconds after a rotary aircraft entered the flight zone. SpaceX CEO Elon Musk called the regulatory system broken in response.

Donald H. Rumsfeld, the secretary of defense for Presidents Gerald R. Ford and George W. Bush, who presided over America’s Cold War strategies in the 1970s and, in the new world of terrorism decades later, the wars in Afghanistan and Iraq, died on Tuesday at his home in Taos, N.M. He was 88.

The cause was multiple myeloma, said Keith Urbahn, a spokesman for the family.

Encores are hardly rare in the Washington merry-go-round, but Mr. Rumsfeld had the distinction of being the only defense chief to serve two nonconsecutive terms: 1975 to 1977 under Mr. Ford, and 2001 to 2006 under Mr. Bush. He also was the youngest, at 43, and the oldest, at 74, to hold the post — first in an era of Soviet-American nuclear perils, then in an age of subtler menace by terrorists and rogue states.

A staunch ally of former Vice President Dick Cheney, who had been his protégé and friend for years, Mr. Rumsfeld was a combative infighter who seemed to relish conflicts as he challenged cabinet rivals, members of Congress and military orthodoxies. And he was widely regarded in his second tour as the most powerful defense secretary since Robert S. McNamara during the Vietnam War.

Like his counterpart of long ago, Mr. Rumsfeld in Iraq waged a costly and divisive war that ultimately destroyed his political life and outlived his tenure by many years. But unlike Mr. McNamara, who offered mea culpas in a 2003 documentary, “The Fog of War,” Mr. Rumsfeld acknowledged no serious failings and warned in a farewell valedictory at the Pentagon that quitting Iraq would be a terrible mistake.

“A conclusion by our enemies that the United States lacks the will or the resolve to carry out our missions that demand sacrifice and demand patience is every bit as dangerous as an imbalance of conventional military power,” he said. “It may well be comforting to some to consider graceful exits from the agonies and, indeed, the ugliness of combat. But the enemy thinks differently.”

In his 2011 memoir, “Known and Unknown,” Mr. Rumsfeld, more than four years out of office, still expressed no regrets over the decision to invade Iraq, which had cost the United States $700 billion and 4,400 American lives, insisting that the removal of President Saddam Hussein had justified the effort. “Ridding the region of Saddam’s brutal regime has created a more stable and secure world,” he wrote.

He sidestepped the issue of whether the Iraq war had diverted resources from Afghanistan, leading to a Taliban resurgence there. “It was precisely during the toughest period in the Iraq war that Afghanistan, with coalition help, took some of its most promising steps toward a free and better future,” he declared simply.

Facebook’s head of Instagram on Wednesday announced the social network plans to start showing users full-screen, recommended videos in their feeds.

“We’re also going to be experimenting with how do we embrace video more broadly — full screen, immersive, entertaining, mobile-first video,” Mosseri said in a video posted on Wednesday. “You’ll see us do a number of things, or experiment with a number of things in this space over the coming months.”

Specifically, Mosseri said Instagram has plans to show users full-screen videos in their feeds. This includes videos it recommends to users, including those from accounts they do not already follow. Users will start to see Instagram’s experiments with these changes over the coming months, he said.

“We’re no longer a photo-sharing app or a square photo-sharing app,” Mosseri said.

This represents a drastic shift for Instagram, which has until now primarily been an app where users can see square-sized images from their friends and accounts they follow. The change in content presentation will align Instagram in more direct competition to Chinese-owned TikTok, an upstart in the social app market.

Mosseri specifically highlighted TikTok as well as YouTube, which is owned by Google, as serious competitors and reasons for these changes.

“Let’s be honest, there’s some really serious competition right now,” he said. “TikTok is huge, YouTube is even bigger, and there’s lots of other upstarts as well.”

Already, Instagram has made competing with TikTok a priority by launching Reels in August 2020. Reels is a short-form video feature that allows Instagram users to create content with overlaid audio and augmented reality effects, much as they already can on TikTok.

“People are looking to Instagram to be entertained, there’s stiff competition and there’s more to do,” Mosseri said. “We have to embrace that, and that means change.”

C.D.C. Director Reaffirms the Vaccinated Don’t Need Masks Most of Time

The director of the Centers for Disease Control and Prevention on Wednesday stood by advice that people fully vaccinated against the coronavirus do not need to wear masks in most situations, but added that there are instances where local authorities might impose more stringent measures to protect the unvaccinated.

The comments came after the World Health Organization recently reiterated longstanding guidance that everyone, vaccinated or not, wear masks and take other precautions, following a global surge in infections of the highly contagious Delta variant. On Monday, Los Angeles County recommended that even fully vaccinated people wear masks indoors.

In May, the C.D.C. advised that fully vaccinated Americans could forgo masks in most settings. The agency’s director, Dr. Rochelle P. Walensky, said during multiple television appearances on Wednesday that local changes to masking and distancing rules were consistent with those guidelines.

“We have always said that this virus is an opportunist, and in areas where we still have rates of low vaccination, that is where the virus is likely to take hold,” she said on “Good Morning America.” “We are still seeing uptick of cases in areas of low vaccination, and in that situation we are suggesting that policies be made at the local level.”

Dr. Walensky added that the W.H.O.’s blanket suggestion that both vaccinated and unvaccinated individuals wear masks was informed by its global purview. “The W.H.O. really does have to make recommendations for an entire world,” and many countries have far less access to vaccines than the United States, she said.

The Delta variant now accounts for about one in every four infections in the United States, according to new estimates this week from the C.D.C. But cases across the country have plummeted in recent months, along with hospitalizations and deaths.

Still, the average rate of U.S. vaccinations a day has decreased by about 75 percent from the peak reported in mid-April. As of Tuesday, about 46 percent of people of all ages and about 57 percent of adults are fully vaccinated, according to federal data.

Vaccines consistently protect people from the variants circulating in the United States, including the Delta variant, Dr. Walensky noted on NBC’s “Today” show on Wednesday. But “local policymakers need to make policies for their local environment,” she said, especially in parts of the country with low rates of vaccination.

“Those masking policies are not to protect the vaccinated — they are to protect the unvaccinated,” she added, noting that “everybody should consider their own situation if they would feel more comfortable wearing a mask.”

In Los Angeles County, where half of the population is fully vaccinated, health officials recommended that everyone wear masks indoors because of an uptick in cases and an increase in infections with the Delta variant. Officials in other large cities, like New York and Chicago, indicated earlier this week that they did not plan to change their guidance on masks.

On Tuesday, Dr. Anthony S. Fauci, the government’s top infectious disease expert, said on CNN that he was particularly concerned about the Delta variant causing outbreaks in states, cities and counties with low vaccination rates.

“It’s almost like it’s going to be two Americas,” he said, noting that areas where relatively fewer people are fully vaccinated — as is the case in many parts of the South — are far more at risk than regions with high inoculation rates.

“If you are vaccinated, you diminish dramatically your risk of getting infected and even more dramatically your risk of getting seriously ill,” Dr. Fauci said. “If you are not vaccinated, you are at considerable risk.”

Dr. Vivek Murthy, the United States surgeon general, said on CNN on Wednesday morning that he saw nothing wrong with local authorities imposing new restrictions if they seemed necessary.

“If I was in a community that had a low vaccination rate, as a number of our communities do around the country, if I was seeing a rise in the Delta variant, I think it’s perfectly reasonable to think about different approaches we could take to limit spread to try to get ahead of it,” Dr. Murthy said.

Ad tech company Integral Ad Science pops 18% in market debut

Ad tech company Integral Ad Science climbed 18% in its stock market debut Wednesday, trading under the ticker “IAS.” Shares opened at $22, up from its IPO price of $18, valuing the company at close to $3.3 billion.

IAS calls itself a “verification company” for digital ads. Its technology claims to help advertisers ensure ads are viewable, non-fraudulent, in the correct geography and “brand-safe,” or not running near content that advertisers might deem problematic. 

“Think of a Coke ad running on YouTube,” CEO Lisa Utzschneider said in an interview Wednesday. “We verify that the ad has been viewed by a human, it ran adjacent to brand-safe and brand-suitable content. And we also offer a contextual targeting solution helping the Cokes of the world seek out content that is appropriate for their brands or content that they want to avoid.” 

IAS competes with DoubleVerify, which went public in April. DoubleVerify has jumped 31.5% since its IPO to $47.35.

IAS recorded a net loss of $2.8 million for the three months ended March 31, narrower than its $14.4 loss in the same period a year earlier. 

Utzschneider said the company has more than 2,000 customers, including Coke, Nestle, Verizon and GlaxoSmithKline. She said more clients are signing contracts with the company to handle verification of all of their digital media globally. 

On the publisher side, she said the company has partnerships with publishers like Reuters, Hulu and Comcast’s NBCUniversal. 

“The reason why it’s so important that we work both with marketers and with publishers is because we’re helping publishers to drive greater yield, deliver higher quality media and help them with their overall yield and optimization,” she said. 

The company also has a contextual targeting offering, which Utzschneider said should be a differentiator for the company as Google prepares to end support for third-party cookies. The product promises to help marketers find content they’d like to be near or prefer to avoid. 

Utzschneider said the IPO will help the company hire engineers and data scientists and to make strategic acquisitions. 

Social platforms and connected TV are also areas of growth. IAS is working with Twitter on brand safety technology for the platform’s feed. Utzschneider said she expected there will be “additional social platforms to come.”

A Mouse Embryo With a Beating Heart Has Been Grown Entirely in a Petri Dish

The most complex life forms ever developed entirely in Petri dishes can pump blood through tiny beating hearts, gradually growing nerves and muscles in a laboratory.

These little collections of mammalian cells form rudimentary mouse embryos, built from scratch out of stem cells – cells that have the potential to develop into any other cell type in the body.

 

While scientists have successfully been creating synthetic organs called organoids for a while now, these lack the full variety of cell types found in the real deal. This human-built mouse embryoid is a whole lot more intricate.

“Watching an embryo develop is a marvelous thing to behold,” said developmental biologist Christine Thisse from the University of Virginia, one of the authors of the study.

“What is amazing is that we can get the variety of tissues that are present in an authentic mouse embryo. [This] model shows that we are able to induce cells to execute complex developmental programs in the right succession of steps.”

The embryoid isn’t a complete unborn mouse, and it can’t fully develop into one as key parts are still missing – like a giant chunk of the brain. But the complexity of this experiment takes researchers a huge step towards being able to build fully functional organs in a lab.

“Human organs are made of multiple cell types that originate from different parts of the growing embryo,” said developmental biologist Bernard Thisse. “The gut, for example, is made from cells that form a hollow tube. Models of this tube in a dish have been made and are called gut organoids.

 

“However, this tube is not enough to make a functional gut because this organ contains other components, such as smooth muscles, blood vessels and nerves that control the function of the gut and which are made from cells of different origins.

“The only way to have all the variety of cells necessary to the formation of functional organs is to develop systems in which all precursor cells are present. The embryo-like entities we have engineered using stem cells are providing just this.”

Developing these fully functioning biological systems requires getting a slew of things just right – such as the correct cell type, spatial location, and timing of cell signals to get the desired outcome. Synthetically recreating these complex processes is only possible thanks to generations of research in developmental biology, including this team’s previous research on zebrafish.

Many previous attempts have been built upon. These were missing things like entire types of tissues, didn’t form a head structure, failed to organize tissues correctly, or develop to the embryonic stage called gastrulation.

Many of these issues involved the need to spatially confine the developmental chemical signals within the forming embryoid. Thisse and colleagues developed a way to do this in their zebrafish experiments – creating centers for the signalling chemicals that provide the cell clusters with a sense of direction – back and front, head and tail.

 

They could then control the timing, size, and strength of these signals.

Their work has now culminated in these miraculously functioning mouse embryos, with all the normal early embryonic tissue layers. The correctly organized cells and tissues are arranged properly around the embryoid spinal cord precursor (the notochord), including developing digestive, muscular, nervous and circulatory systems and a beating heart.

However, the embryoid is still missing parts of the brain, and the team suspects this may be because the chemical signal telling the cells they’re at the butt end (called a WNT morphogen) spread too far.

“With the techniques we have developed, we should be able, at some point, to manipulate molecular signals that control embryo formation, and this should lead to generating embryo-like entities containing all tissues and organs including the anterior brain,” said Bernard Thisse.

The researchers hope to learn how to fully control and manipulate the embryoid development, and think it may become a powerful tool for studying diseases.

“Having all the variety of tissues made allows us to hope that the scientific community will be able to build organs with a proper vascularization, innervation and interactions with other tissues,” Christine Thisse said. 

“This is essential to be able one day to produce functional human replacement organs in a dish. This would overcome the shortage of organs for transplants.”

Their research was published in Nature Communications.
